Progress is slow on this item, with the content of Chapter 1 being the only chapter near ready for publication.
3. Legislation
Members comment on the Draft SG Rules was forwarded to LINZ.
4. Technology
The LINZ project for off line plan generation is progressing slowly.
5. AGM & Workshops
The 28 June 2008 AGM & workshops in Christchurch are on track, with only minor items outstanding.
6. CSLB
The Board has advised of another case of professional misconduct, the Cadastral Surveyor concerned now being subject to supervision.
7. LINZ
CSD's
For the week ending 20 April 2008, LINZ report; approximately 300 CSD's were lodged; 320 were processed; they had 430 in hand; average processing time is 8 days; with requisition rates at 18% (down from 28% the week before).
Landonline
LINZ's allocation of additional resources saw the transition to mandatory digital lodgement accomplished with few major problems evident. They are to be congratulated.
SG's Rules
ICS's submission on the Draft SG Rules was comprehensive, while LINZ Customer Services seemed to appreciate our warning about the potential necessity to redesign Landonline to accommodate Clause 7 - 10 of these.
The SG advises that the summary of submissions is to go to the expert committee in the near future, while it is anticipated new Rules will now become operative in 2009.
Section 7(1)(e) & (f) Cadastral Survey Act 2002
The SG also advises that LINZ are progressing the writing of rules for their CEO for the integration of new CSD's into the cadastre, and the structure, storage and provision of cadastral survey data. These are complimentary to the SG's Rules for Cadastral Surveyors, and are anticipated to become operative at the same time as the SG's Rules for Cadastral Surveyor's.
Risk-based Auditing
This appears to be a purely administrative issue within LINZ. As long as Cadastral Surveyor's follow LINZ guidance in determining the CSD Complexity Profile, any liability associated with this item should remain with LINZ.
CSD Certification
The CEO has not replied to our request for him to set out what he believes a Cadastral Surveyor is certifying in the Landonline environment (it sure as heck isn't the plans).
8. Other
Cadastral Prizes
The University of Otago and Unitec cadastral project prizes will be presented again this year, at the rate of $300 plus 2 years free membership of ICS.
